Introduction

ALTAE Congresses have been systematically celebrated since 1995 in different Latin American countries: 1995, Venezuela and Cuba; 1996, México; 1997, Venezuela; 1999, Colombia; 2001, Cuba; 2003, Costa Rica; 2005, Panama; and 2007 México.

ALTAE 2009 will take place from November 23 to 27 in Medellín, Colombia, during the FISE, International Trade Show for the Electrical Sector, which happens every two years with the purpose of offering a showcase of the Sector. FISE generates inter-institutional relations and enables the closing of commercial agreements and national and international strategic alliances, becoming the most important event regarding electrical energy not only in Colombia but in the whole region.

The organization of ALTAE 2009 will be in charge of Universidad de Antioquia, and Universidad Nacional de Colombia, Medellín campus, sponsored by other institutions of the electrical sector.

Note: The best 15 papers will be published in Revista de la Facultad de Ingeniería de la Universidad de Antioquia, magazine classified as A1 by Colciencias and referenced in widely recognized international citation indexes (eg. Chemical Abstracts, Scielo, Latindex) Other good papers will be published in other magazines of similar rank.

•Objectives

-To promote the discussion and dissemination of the techniques and technologies related with High Voltage topics, such as insulation coordination, insulation pollution, insulation materials, maintenance of transmission lines and sub-stations, among others.

-To promote the development of research plans and cooperation among the participating institutions aiming the unification of efforts.

-To disseminate and promote the education and accreditation programs for personnel working in high-voltage topics. -To present and know the new products, equipment, and technologies available in the electrical market.
